The value of the books should be the price stated on the cover, unless you can demonstrate that the value was greater (Ebay sales for example). This assumes that they were in mint condition prior to the flood. Your intended use (gifts, donations, whatever) is unimportant with respect to the value. Since these figures are easily determined, the insurance company should be able to reimburse you accordingly.
