I live in England, which hasn't had a snowy climate since I was a kid. I wear shirts (and no (under)vest), and they have short sleeves. If I wear long sleeves then I overheat drastically (when it rains I have a dilemma -- wear a coat and get soaked by sweat or no coat and get soaked by rain? The latter is cleaner...).
My lounge temperature at the moment is a comfortable 15-18C (59 to 64F), and that is a bit too hot for me at night, I often sleep on top of the covers (my bedroom temperature tends to be between 58 and 62F). My central heating system hasn't worked for over 3 years and I'm not paying out for a new one (it's well over 20 years old) to just sit there and not be used.
I could, however, do with a good air-conditioning system to keep the temperature below 70F in the summer...
