its not just the NG - its telling people NO when they want to build on a flood plain, or in a box canyon that burns or floods every year, or on a barrier island that gets wiped clean on a regular basis. It's telling the eco-nuts where to go when they interfere with controlled burns, letting the natural fire cycle take care of the dead brush and fuel build-up while re-freshing the rest of the ecosystem... its telling the pubic that there is absolutely NO WAY IN HE77 that everybody is going to be rescued with no loss of life, limb, or property and everything will "return to normal" after a catastrophe. The NG is nice - but the big picture is much more involved... and frightening once you learn to look at it.
And this whole mess started in the 70's when Carter created FEMA without any type of teeth to enforce its mandates.... and watered down the States' responsibilities from the Disaster Management Act of 1950 with the Stafford Act... so you can't peg everything on the current administration.
