Oh, lord, university payroll screwups . . . I can still start twitching if I think about some of the ones I ran into back when I was a grad student, and that was mumblemumble decades ago.
Publishers are slow as a matter of fixed business practice; university departments are slow and screwed up because they're just too damned lackadaisical to care.

To be fair, I work at a small school and the payroll office is such that I can take a pleasant walk down a partially wooded path and personally talk to the actual person who keys in the hours. And they did Fix It immediately. The fact of there being something to fix -- yes, they still do key in the payroll by hand. No, I don't know why.
