I worked for .gov and .stategov. for years and there were many years where I did not get a time in grade raise, let alone a "performance raise".

I couldn't find "Will-o'-the-Wisp" on Splinter Universe. Could be it's just to early in the morning.
Can you provide the link?

Sorry -- wasn't clear.

First publication for both stories on Splinter Universe in January 2016. They were available for free until they aged off the site in August and subsequently collected into the echapbook Spell Bound, available from all the usual suspects.
