I actually find it more discouraging that she: "said she decided to remove the bird after placing 10 phone calls to different city departments but finding no success in alleviating the fee."
I was also a little startled by some of the comments on the story.
And I know you haven't been living there for a long time, but have you seen the flamingo on recent visits to the area?

I have not myself seen this particular flamingo. I do have a Connection with Pink Baltimore Flamingos (a story for perhaps tomorrow), but, as Jim notes, we are all the poorer for there being one less harmlessly ridiculous thing in the world.
