Eagles Over the Kennebec

I have only recently come into possession of an exceptionally cool coloring book. My plan had been to use colored pencils on these, but the patterns are printed on a sort of coated rice paper that doesn't take the pencil well.

Does anybody have experience with felt tip coloring pens? Can you recommend a good, not-ruinously-expensive set?
